The newsletter I received was from the neighborhood next to mine that put out hurricane facts as part of its monthly newsletter about stuff in their neighborhood.

I'm definitely over thinking it. I guess the 10 years was just something picked out but the odds that the committee would revisit a same name soon after that is next to not going to happen.

I just thought it odd that NOAA's public affairs page had 10 years when I had never heard that before:

I did find this interesting fact in the plan on PDF page 95 for the East Pacific:

"Interestingly in 1963, two named
systems apparently merged, or appeared to merge, so their names were also merged and Jennifer
and Katherine became Jen-Kath."
