I can understand and appreciate that but........you say you "lived" thru Andrew....how many didn't?

And did you lose your house, your property or worse yet, any family/friends?  I can tell you from experience that it is something that I never, ever ever want to have to live thru again.....and I'm not one of these folks who were hit because of broken levees nor do I live on the coast or low lying property.  Take it from me, having flood insurance ain't all it's cracked up to be.  The stress took time off my life.
