Jack Ruby,

The system is well embedded within the ULL. As was the case with Bonnie, the reason why its remained nearly stationary is due to the ULL to its north passing by. Once the ULL moves NW of the 94L it will drag the TD / TS along its shear zone from the south to SE flow. This will likely be a hybrid type cyclone.

A surface circulation has formed, although broad near 25N - 84W. Any organization will be very slow, due to the ULL now becoming part of the overall sphere of the circulation.
