In my opinion, the reason for the slow ramp up is mostly due to lack of in core structure and displacement of the upper high. Since the system has a broad circulation, the lack of inner structure or CDO needed for strong inflow the last several days and proximity to land. which is typical of a forming cyclone needs good outflow and inflow.

Now that Matthew is generating convection and the center is over open waters of the carib, the storm should continue to increase as the environment becomes more favorable. Although the upper high is currently displaced, as the storm intensifies he will warm the tropopause and redirect the upper flow in a more anticyclonic pattern and form a new high over the system as this will become the area requiring ventilation.
