They do have a nice map with radar data from around the world:

Even when they can't get raw data, I think they download the imagery and process it so they can determine the amount of rain that is occurring in a location and then they can process it into imagery that is displayed on their map. (like scanning the image and interpreting pixels to see where it is raining and how hard) With so many different radar sites from a lot of different countries, I can see where they must constantly must have to update it as links change a lot. If you didn't update it when links change, then an area wouldn't appear any longer.
