Usually when the first cold front sweeps through all of Florida (which happened last week) and drops temps there in the 40s and 50s for most of the state, I usually view every storm after that as a November storm.

Storms that get into the Gulf have a hard time developing after that, not only because the waters are cooler, but fronts are coming through more regularly and conditions overall in the Gulf are just not favorable. The storm that was supposed to be a couple weeks ago was the best chance for a strong October storm to hit Florida. I think if that would have developed earlier in the caribbean, it could have turned into something.
