Well, you've got upper winds dying down.  You've got plenty of warm water, and very little dry air to be ingested.  That's definitely the recipe for development.

Next, you've got this thing landlocked, whether it develops or not.  It has to cross land somewhere.

I don't think you can rule out anyone from northern Mexico, across the northern Gulf coast, over to around Fort Myers, FL.  Everyone is in play.

I expect that the HH will find a tropical depression out there tomorrow, even though right now it looks very disorganized.  Something tells me it will get its act together with shear dropping.

Side note:  If it forms, it will be Debbie, which is one of those names that has a certain seriousness to its sound.  Let's hope not.
