Part of the fault again lies with local govt too. If local leadership did a reverse call and or local text and media outlets announced CLEARLY that, 'we expect a possible 12ft surge. Our levees, if they hold, will only handle 8ft. Houses in the parish may be flooded to the level above two stories. No emergency services will be available during or immediately after the storm.' Just maybe, it would wake some up?
