They didn't even talk about the GFS and Euro in terms of the development, just the track. And of course that line you have in bold is most important. That whole paragraph is written very cautiously given the uncertainty.
I will say though that the 0Z Thursday GFS coming in now does show development in the Gulf from it. It passes over the big islands in the Carib, which limits development, but then intensifies into a hurricane in the Gulf. I don't really like posting something based on a single run, but it is a change from earlier so we'll have to see how it progresses. Whether it goes over the islands with mountains as the NHC talks about is important.
