Xrays split O2 into ozone. Ozone is both a conductivity element in the upper atmosphere as well as a source of ionization which can be organized into coupled relationships. Those coupled relationships then cause cloud microphysics to organize relatively speaking.
Subsistance assumes that there is no enhanced convection on the other end. It's like a fish can't tell water--that the assumptions being made about subsistance from the 'walker circulations' is only about the 'walker circulation' and not both about the circulation what would end and organization of convection and the intensity of the convection itself.
Remember that the SOI index was not falling, it was rising and it's at zero now, so by standard measure the walker circulation was weakening.
