Xrays do other things in the upper atmosphere and even at cloud top level and there is a lot of theoretical discussion on this topic. Best place to go on this topic is UT Dallas physics prof Tinsley. He only studies non tropical weather but it's a good place to read what the state of the science is in this regard.
