One more idea I've been knocking around is the use of temporary dyke to fill a wetland with water to allow oil to rise up to the surface to be skimmed off before returning the water level to its original height.

Mississippi water might be used in some areas while mostly clean sea water may be pumped in others. Local workers may use sandbags around small areas they care to clean most. It might be worth a try.
