As you say, the percentage is up now from near 0%. But I think if you're going to post the yellow circle, then something is wrong with a probability for development in a 48 hour period being "near 0". I think a yellow circle should merit at least a 10% probability, maybe 10-30% with the orange being 30-50. In any case its confusing to have a yellow circle with a "near 0 probability.
