Keep in mind that JTWC is 1-minute sustained and Japan is 10-minute sustained. Philippines is probably 10-minute too. (10-minute sustained winds are lower.)

I can't find PAGASA's radar for Baler, the site closest to where the storm is going. I found some that do have it at the moment:
