Is it not accurate to say that, at least under certain circumstances, when forecasting the movement of tropical systems, shearing winds can also be expected to be steering winds ?

Does anyone know of any documented tropical storms or hurricanes that were comprised of only low level circulations ? I do know that across the southern US, many severe thunderstorms, including many severe thunderstorms which have produced strong tornadoes, have been considered to be low topped storms , meaning that the top of the storm producing clouds only extended up to, if I remember correctly, 18,000 feet or so ?
