Alabama and Mississippi can ban offshore drilling all they want it will do little good.  Our Louisiana territorial waters extend extend East almost to Dauphin Island.  In fact on a clear day it may be possible to see the buildings on Dauphin Island and still be in Louisiana waters.  When this leak is fixed we will continue to drill.  Most of our good paying jobs in Louisiana is based on petro-chem.  We certainly want this leak fixed pronto, we want this mess cleaned up and we want to get back to drilling.  It is important to find ways to do this with a higher degree of safety and they will.  We will however go on drilling,  Offshore drilling and the Saints is the only thing that separates Louisiana from the rest of the south.  Business is booming here while the rest of the country is in recession.  House prices here are still increasing every year and people are still getting raises that work in the petro-chem industry.  The damage to the environment has been dire for many decades, but I don't think you will get much support to end the drilling here.
