I'm not sure what would happen then. Since the area would be radioactive, working toward covering it in any way would probably not be feasible. (What could work if what was designed to contain a meltdown could not?) I think at that point it would be too late to do anything. Pouring water on it would still create steam, even if you could pour water on it. (I thought about maybe fire boats spraying water manned by people in protective radioactive gear, but no matter how much water you add it would still probably create a lot of steam.) But maybe trying to get water on it would still be worth it. I'm not sure. From what I read, once the meltdown starts of the rods it gets harder to cool them because the water will not be able to get in between them as much any more the worse the melting gets.
