The paper also discusses the QBO.  For those not familiar, big storms seem to come when the QBO is max negative eg Wilma in 2005 when QBO was negatgive 29.  Presently the QBO is becoming a positive factor in formation.  IMHO this is where you have characteristics where the QBO has properties influenced by the ionosphere above this osccilation in the winds at about 50-30 mb--that in addition to gravity waves causing the osscilation the top down manner in which it flips is also influenced by the electrical properties of the ionosphere.  That's why in the linked article it's interesting the discussion about this mixed area between the stratosphere and troposphere has both characteristics and I would add the ionosphere to it.  I like the elephant observed as thin and ropey and large and round--all depending on whether the tail or the belly is felt . . .:
