NOAA has a good site explaining their monitoring techniques used on oil spills, called "SMART" (Special Monitoring of Applied Response Technologies)

there are 8 sections, just click the next link at the top or bottom of the page to advance
this is likely how they decided treating the oil at the source might be better than spraying the ocean from above, after the oil's been in water for about a mile (just guessing)
whether or not bioremediation is a part of the clean up process on the current oil spill, I don't know. If there are any NOAA people or press reading this site, it might be a good question for the next press conference - also, there are many types of "dispersants" - would be interesting to know exactly what's being used
