Here is a link to the Historical SLOSH Simulations for Hurricane Ike after landfall. The SDP number at landfall was 4.2 at 07:30 Z with 95 knot ot Cat 2 hurricane conditions. If you look at Chamber County Texas evacuation maps you will see that some areas that are in Cat-4 territory received over 4 feet of water.
While the SDP number was 4.2 at landfall the number and were 4.6 within the 3 hours prior to landfall after falling from a final peak, while in the Gulf of Mexico, of 5.4 within the18 hours prior to landfall. The problem is that people fail to realize is that the storm surge, on these levels, can arrive hours prior to the landfall of the eye of the storm making evacuation impossible even before dangerous winds arrive.
