Some people just do not understand the potential of this event. Nobody has a crystal ball and can say it wont strengthen to a 3. Preparations have to be that it will and it could even get stronger. Riding out a cat 3 or 4 on the coast is a nightmare nobody should ever put themselves through. Life is to short!!
