snippet, as of 300 PM EDT August 14 2019

The last several runs of the GFS, along with its ensemble members, show a tropical disturbance emerging out of the Caribbean and tracking toward the Gulf Coast early in Week-2. Support from the ECMWF remains limited, but given the synoptic pattern, southerly moisture flow into the Gulf Coast is plausible regardless of tropical cyclone development. Therefore, a slight risk for heavy precipitation is being introduced for the Gulf Coast for 8/22-8/24. No related wind hazards are posted at this time due to the uncertainty in regards to tropical cyclone formation.
