Alligator, thanks for this. I don't know what the phenomenon is and it's not being reported by the press here, as far as I can discover.  I just emailed someone at the Pensacola News Journal to see if anyone was working on this, as I've run into this video on several message boards now, including their own forums.  Hopefully they'll do some investigating with local authorities/DEP/EPA/whoever, and advise.

If the date on the video was correct, this was shot Wednesday 6/23, the first day of the heavy oil incursion.  The location is in or near the Gulf Islands National Seashore just to the west of the Pensacola Beach limits, an area that did indeed receive a heavy oiling (and where a young dolphin was found stranded that day, and unfortunately didn't survive the trip to Panama City for rehab).    

I can't explain why there is no clean-up going on.  It looks like a late afternoon/early evening shot and maybe this was just before the night shift came on -- if indeed they do have crews working at night down that way.  They do on the main beach.

It's all very, very disturbing.
