Knuckle, we are very much aware of the buried oil phenomenon here. There has been some excavation of oiled sand underlying what appeared to be a clean surface, but it presents real problems - the bottom line being when and where to stop:

I've been saying over and over that the complacency some have shown toward using our white sand beaches as boom - just letting the oil hit the barrier islands instead of working a heckuva lot harder at skimming at sea -- is foolhardy! We'll be running across this stuff in the sand for decades without monstrously expensive replacement projects in future.
