Actually, I do believe that is sustained, here's why....

Halifax's 1pm shows this:

13:00   Rain   19   100   19   S 74 gust 121   97.1   1   *

Notice the gust to 121. The thing about Canada is that unless you have deep connections to Environment Canada, its next to impossible to get live minute by minute conditions from any of there weather stations, and the hourly reports are for Conditions right at that time. EC truly treats the data they collect like some kind of national secret.
