More on the "Potential Tropical Cyclone" issue

The "Potential Tropical Cyclone" idea is alright, I guess, because it does allow for watches and warnings to be posted earlier, BUT something has GOT to be done with the way they number them. The count will be all wrong at the end of the year. For example: the label of "Ten" meant that it was the 10th "Tropical Depression" of the year and "Fifteen" meant it was the 15th, and so forth. As it stands now, that won't be the case anymore. There will be far more systems numbered than actually were depressions.
A much better way would be to label, say for instance, 92L as 92P once it has a strong enough potential of becoming a "Tropical Depression". And then once it actually becomes a "Tropical Depression", and only then, give it the full numbered label.
Hopefully the NHC will do a post-season analysis where they can correct this numbering system. Otherwise it will be screwed up forever.
