I suppose it's also possible they might renumber everything in the best track database.

For example, in 1992 an unnamed storm was later added for April of that year:

Originally, Andrew was Tropical Depression Three.

The storm is in the best track system now as 04L. It would have previously been 03L.

I'm not sure if they would do that for potential tropical cyclones. They may have already ruled that out, I don't know. They would have to remove the potential storm and each storm after would have it's number lowered by 1 in the best track system. I guess then you would have all the data under it's original invest number if they did that.
