In that particular forecast, the exact center line just happens to go right over Tallahassee and I think that was what tvsteve meant. Along the coast, the center line shows landfall very near the town of Apalachicola. But the cone should be paid most attention to. Because as the storm gets closer the cone will become smaller, it's easiest to look at the center line to see how the NHC may adjust the track. Inevitably people pay attention to those shifts. But the storm could be anywhere in the cone, or even outside it. People in the cone should be getting prepared, but even people outside it need to be watching.

Given the storm will be making a turn, an early or late turn could mean a lot of difference in terms of where it actually makes landfall. That's why people within the cone should be getting prepared. Even people outside it should think about making some preparations as the storm isn't that far away. At the very least people outside the cone should keep an eye on it.
